大変失礼しました。手元でも以下のようにエラーになることが確認できました。

まとめますと、Apache 2.4ではShibCompatWith24の行はコメントアウトもしくは削除してください、となります。

いくつかの条件で試していますが、件の401エラーは再現できていません。
